How does artificial manipulation of stream flow via dams impact the baseflow calculation?
Do you mean the process of calculating baseflow itself or how dams influence the the magnitude and timing of baseflow and broader surface water/groundwater interactions?

I suppose I am imagining a scenario with relatively frequent dam releases, if this was the case it might make the baseflow component seem larger than it is (?). Or is the reality that dam releases tend to be relatively sporadic and therefore appear as ‘storm’ events in a hydrograph?
